In short: A renter can treat a missing standard as an urgent repair, or end the agreement before moving in, and the Renting Taskforce can act against rental providers. An inspection before listing avoids all three.
Before the renter moves in
If a renter finds before moving in that the property does not meet the standards, they can end the agreement without penalty. For an owner that means a lost tenant, a second round of advertising and an empty house in the meantime.
After the renter moves in
A standard that is not met counts as an urgent repair. The rental provider has to arrange it straight away, and if they do not the renter has further steps open to them through Consumer Affairs Victoria and VCAT.
Enforcement
Consumer Affairs Victoria's Renting Taskforce can take action against rental providers and agents who advertise properties that do not comply. Since November 2025 the obligation starts before the listing goes live.
The simpler path
Inspect against the 15 standards between tenancies, fix the not met items, and keep the report on file. It shows the property was checked and what was done before it was let.
