Fixing stage does two jobs at once. It checks the carpentry that has just gone in, and it confirms that the waterproofing items raised earlier have genuinely been rectified before tiling buries them. It is also the point where we record damage caused by trades working around finished surfaces, including roof sheeting that arrives dented, because after the painter has been through it becomes very hard to establish who did what.

They overlap and are often inspected together, but they answer different questions. Waterproofing is about the membrane before tiling; fixing is about the carpentry and about closing out what was raised earlier.
Paint hides the gaps, joints and damage a fixing inspection looks for. After painting the same defects are still there and considerably harder to evidence.
Because it usually happens during construction and is easiest to see while access equipment is still on site. Once the scaffold is down it is a drone job or nothing.
