The full room by room list, taken while the final payment is still yours to withhold.
The Craigieburn handover list keeps landing in three places. Metal roof sheeting that arrived dented and scratched and was never looked at again. Heating and cooling ducts sitting loose or fully disconnected above the ceiling, which shows up later as a room that never warms up. And glazing that is already cracked. All three are straightforward to rectify and all three are far easier to raise before you have paid.

Annotated findings from Pre-handover (PCI) inspections on Craigieburn builds. Client addresses withheld.

Two to three weeks before the handover date. Later than that and there is no room for the builder to rectify, which turns the list into a settlement argument instead of a work order.
Yes. The reinspection marks each item rectified, part done or outstanding, and that document is what you take into the handover meeting.
Because the symptom appears months later as a room that will not heat, and the cause sits above a finished ceiling where nobody thinks to look. Finding it at handover is the difference between a warranty item and an expensive mystery.
You are welcome to and many owners do. Two hours on site seeing the items in place is worth more than reading the same list afterwards.
Dozens is ordinary on a new build and is not by itself a sign of a bad builder. What matters is the split between structural and cosmetic, which the report sets out.
Each item cites the clause, tolerance or standard it fails, so the discussion moves onto that document. Where it cannot be resolved, the Victorian route starts with the Building and Plumbing Commission's dispute resolution service.
